The full process

Six stages, who does what in each and how long it really takes

Migraciones publishes no processing deadline. What follows are the real stages, with the timelines we see today in Asunción and the ones that are official (60 business days for the ID card). We tell you which is which.

We evaluate your case

What happens

A video call or a WhatsApp exchange. We look at your nationality, your situation (work, retirement, family, investment) and whether you travel alone or with family. From that we define the correct legal route and send you your personalised document list and the fixed quote.

You gather documents at home

2 to 8 weeks, depending on country

What happens

This is the longest stage and where most people go wrong. Foreign documents must be apostilled (Hague Convention) or legalised, and anything not in Spanish is translated by a sworn translator registered in Paraguay (Brazilian documents in Portuguese need no translation). Criminal records must be recent — we recommend no older than three months when filed.

We file at Migraciones, together

3 to 5 business days in Asunción

What happens

We meet you and set up the week's schedule. In Asunción we obtain the Interpol and National Police record checks (mandatory from age 14), get copies notarised and file the application at the National Migration Directorate (Caballero 201 at Eligio Ayala, 07:00–14:30). The procedure is personal and in person: you sign, we stand next to you.

You travel with the originals and sign at the counter.

We go with you to each office, in order, and pay the fees with you (in plain sight, with an official receipt).

Your residence card arrives

30 to 90 days, per Migraciones

What happens

The timeline is set by Migraciones, not by us; today we see one to three months depending on the office's workload. Meanwhile, precaria status lets you enter and leave the country. We tell you every week where your file stands and arrange collection of the card when it is ready.

You get on with your life; if you prefer, wait abroad and come back for the ID card.

We check the status, answer any requests and tell you the same day it is issued.

ID card at Identificaciones

Up to 60 business days (official)

What happens

With the card in hand we request the certificate of residence at Migraciones and the proof of life and address at your local police station, complete the foreigner registration (Interpol, Sajonia) and file everything at the Identification Department (Denis Roa at Boggiani). The fee for a foreigner's first ID card is Gs. 8,500 and the official delivery time is 60 business days. Only the holder can collect it.

Permanent, at month 21

Months 21–24 of the temporary card

What happens

If you let the temporary card lapse by more than a month, you can no longer switch category — only an extension with a fine. That is why we schedule the reminder from day one. Permanent residency requires a valid ID card, updated record checks and proof of means with the document for your profile (employee, self-employed, remote worker, retiree, property owner, shareholder, student…). It is definitive; the card is renewed every 10 years.

Document checklist

What you need to bring (general route, Law 6984)

Everything in original plus one notarised copy. Foreign documents apostilled; anything not in Spanish translated by a registered sworn translator. In the evaluation we send you your exact list — the MERCOSUR route asks for less.

  • Valid passport or national IDWith consular visa verified by the Foreign Ministry when your nationality requires one.
  • Proof of entry into ParaguayEntry stamp in the passport or migration slip. Always enter through an official crossing and get stamped.
  • Birth certificateApostilled or legalised. Names must match your passport letter for letter.
  • Civil-status certificateMarriage, divorce decree or spouse's death certificate, as applicable. Apostilled.
  • Criminal record from your countryNational or federal level (Mexico: federal and state), from age 14, apostilled and recent (we recommend under 3 months). If you lived 3 or more years in another country, from that country too.
  • Interpol record checkObtained in Asunción (Gs. 117,077). We go with you. Not required for MERCOSUR temporary residency.
  • National Police record checkObtained in Asunción (Gs. 24,500). From age 14.
  • Sworn translationsOf every document not in Spanish, by a translator registered at the Supreme Court. Exception: Brazilian documents in Portuguese.
  • Notarised copiesOne of each document (two for the SUACE route). Without them your originals are not returned.
  • Proof of life and address (for the ID card)Issued by your local police station or a Justice of the Peace, with two witnesses holding Paraguayan ID cards. We handle it with you.
  • Foreigner registration and certificate of residence (for the ID card)The foreigner registration card (Interpol, Sajonia) and the Migraciones certificate of residence (Gs. 234,154). These are the two steps that surprise everyone; we have them on the schedule.
  • Proof of means (for permanent residency)One document according to your category (DNM Res. 407/2026): contract and IPS if employed; RUC and VAT returns if self-employed; proof of work and income if working remotely; pension statement if retired; registered title if a property owner. There is no published minimum amount — there is a suitable document.

Common mistakes

Why files get stuck (and how we prevent it)

A single wrong paper can cost months. These are the six causes we see most.

Record check expired at filing

Requested too early, they arrive stale. We time the issue date with your travel date.

Incomplete apostille or from the wrong country

The apostille must cover the right signature and be done in the issuing country; a foreign document can no longer be apostilled once in Paraguay.

Names that do not match

One letter different between the birth certificate and the passport forces a correction. We check it before you travel.

Unregistered translator

Only translations by sworn translators registered at Paraguay's Supreme Court are valid (or foreign ones with the translation itself apostilled).

Requirements from the old law

Medical certificate, US$ 5,000 deposit, photos: still on many websites and no longer exist. We work with the current official list.

Missing the permanent-residency window

The category switch is requested in the 3 months before expiry; afterwards, only an extension with a fine. We remind you from month 18.
